I am currently waiting for the result of my Fiancee Visa application. I was thinking that when I get the visa already then I will work on the CFO thingy.
You know, “one step at a time”.
But my man was like, NOOOO, get informed about CFO ahead and so I did. When I find out that the schedule for “Spouse/Fiancee and other partners of EUROPEAN and other COUNTRIES” is for FRIDAY only with a first come first serve slot of 12 heads, I was happy that I did listen to my man.
CFO stands for Commission on Filipino Overseas. Philippine Law dictates that ALL Filipino Fiance/Spouse/ and other partners of a Foreigner who will be moving to reside permanently in another country must get hold of a CFO Sticker BEFORE he/she can leave the country. To get a CFO Sticker, one must attend a CFO Guidance and Counseling Seminar.
I went to CFO first on 15th of February at quarter to 8 but slots were already closed. I insisted on checking the logbook to make sure it didn’t really go beyond 12 but there’s always 12 names listed on it. So I decided to come a bit earlier the next Friday.
On 22nd of February, I arrived at CFO at exactly 4 AM and was shocked to see people waiting already since like 10 in the evening. Nope, THEY DID NOT SLEEP AT ALL and most girls were from Davao and Negros. Coming all the way to Cebu just for this seminar cost money so to avoid wasting MORE money, they started listing out their names already in this paper since the previous night. I’m the 16th girl in the list and I was thinking of going back home to my warm bed but one of the CFO personnel said that I should just wait in case one of the girls have “missing requirements”. And so I waited and realized that officially, there’s only 12 people listed and were given priority numbers but they do accommodate some “Chance Passengers”. Wheeewww!
What happened at CFO? This is like a 1-day event and I can only share MY EXPERIENCE. For Fiancee without a VISA yet, the requirements for the GUIDANCE and COUNSELING were two valid ID + photocopy of these IDs, passport if you have it and Original NSO Birth Certificate + photocopy.
NOTA BENE: I suggest doing the photocopying in advance because it cost 6 pesos at the photocopier across the CFO office!
In the morning at CFO usually consist of waiting your name to be called to sign the form, have your picture taken and then pay the counselling fee of 400 pesos. The tricky part here is if there are BASIC information that you do not know about your partner yet like his middle name, educational background, occupation and landline number.

hi love2type, did the people at cfo check your birth certificate thoroughly if there was some errors? while you were giving your paper?. and can you tell me why do some other women didn’t get their certificate? your reply will be highly appreciated.
I don’t think they checked my birth certificate thoroughly for errors. Anyway, there was no error at all in my birth certificate so they can check it and waste their time for all i care.
